According to the arrest report, deputies were dispatched to an Inglis residence due to the report of a physical disturbance, and arrived to find Mr. Oxford pinning a child onto the ground with his knees. A deputy reported that he observed Oxford punch the child's face with a closed fist, five to six times. The deputy ordered Oxford to releae the child, shoved him away from the child, dragged him further away from the child, and then had him sit in the back seat of the patrol car.
The deputy reported that fresh blood was coming from the child's nose, which was beginning to swell, and that Oxford had a "severe" bite mark to his right arm that was bleeding.
According to the witness and the child, during an argument inside the car, the child had struck the witness, and when the witness threatened to call law enforcement, the child struck the witness's face/neck area, and when Oxford tackled the child, the child bit Oxford's right arm.
