Morriston, Florida - "Sexual offenders are sanctioned to abide by specific rules that dictate the way they live their lives," said Levy County Sheriff's Office Lieutenant Scott Tummond. "All too often, sexual offenders break these rules, abscond, and avoid law enforcement detection. When it comes to tracking down and locking up these sexual offenders, the LCSO Criminal Investigations Division are all too happy to oblige."
In one such case, Levy County Sheriff's Office Detective Cody Weaver received a tip from the Virginia State Police, Absconder Monitoring Unit, that a violent sexual offender, 29 year-old Percy Lee Spinner, had absconded from their state, and had ties to an address in Morriston, Florida. Spinner held three out-of-state warrants, two for sexual offender registration violations and one for failure to appear in court on a robbery charge.
Following an investigation, Levy County Sheriff's Office detectives verified that Spinner was at an address in Morriston, and devised a plan to arrest him on his outstanding warrants.
On June 19, 2025, detectives located Spinner at a Morriston residence and ordered him to surrender, but instead of surrendering, Spinner took refuge inside the residence, refusing to comply with the commands of law enforcement officers, and placing a child between himself and detectives. When officials entered the residence, Spinner continued to ignore the commands of detectives, and as he attempted to flee toward a bedroom, Detective Blake Landfair used a taser (electronic stun weapon) to incapacitate Spinner, who was then taken into custody without further incident.
Spinner was arrested on the three out of county warrants (each bond set at none). He was also arrested on three additional charges: a sex offender violation - failing to comply with registration law ($50,000 bond), resisting or obstructing a law enforcement officer without violence ($10,000 bond) and child abuse without causing great bodily harm ($50,000 bond).
